To strengthen the capacity for independent innovation, from the perspective of our machine tools industry, there are two points that are lacking in capacity building: one is hardware and the other is talent.

The first is to increase structural adjustment efforts. From the perspective of industrial structure adjustment, the national level first encourages industry leaders to accelerate growth. Such enterprises have technological advantages, brand advantages, and scale advantages, represent the highest level of the industry, and lead the development of the industry. The maturity of an industry depends mainly on the level of leading companies. Therefore, in the adjustment of industrial structure, the growth of leading companies should be promoted from the political level. In terms of product structure, it should give priority to supporting “doing fine products, making brands, attacking high-end products, blocking imports”, which is also a requirement for transforming production methods. As we all know, the output of many of our manufacturers ranks first in the world. However, from the point of view of value, there is often a large gap.

The second is to accelerate the pace of independent innovation. First of all, we must strengthen the capacity for independent innovation. From the perspective of our machine tool industry, there are two points that are lacking in capacity building: one is hardware and the other is talent. First of all, we must strengthen capacity building. Second, we must strengthen the close cooperation between production, education, and research. The implementation of major special projects in the past two years proves that this is a good way of cooperation. This road should continue, especially large enterprises should establish long-term stability. In the cooperation relationship, our production companies and users should establish a closer cooperation relationship. At the same time, it is necessary to incorporate inherited innovation, original innovation, and introduction, digestion, and re-innovation into the scope of independent innovation. In particular, the machine tool industry has acquired a number of foreign companies in recent years and should make good use of these resources. In reality, The introduction of digestion and absorption and re-innovation is also a good way to accelerate the pace of catching up and narrowing the gap.

The third is to "promote the use of government, education, research, and research" in a joint effort. The equipment industry must change from a big one to a bigger one, and it needs to raise the basic level, including basic materials, basic parts and components, and basic technologies. If these three basic levels do not go, it is a slogan for the equipment industry to become stronger and stronger. The "base" work is an inevitable choice for realizing the great changes in the equipment industry. Judging from the actual situation, the "three basics" work is relatively backward and has become a bottleneck restricting the development of the equipment industry. To overcome this bottleneck, on the one hand, government support is very necessary. Our allocation of social resources depends on the basic role of the market, but at the same time, the government still holds a part of the allocation of resources. This part of resources should be tilted toward the foundation. From the perspective of major special projects, during the “Twelfth Five-Year Plan” period, it is necessary to tilt a considerable part or a large portion of key funds to study the functional components and common technologies of numerically-controlled machine tools.
